Technician and portable fixes

Repairs run correctly from a USB drive or managed agent, and technician per-client tracking works again.

• Fixes for technician and portable-drive setups: repairs now run correctly when SimpleFixAI runs from a USB drive or a managed agent, and per-client tracking works again in technician mode
• Corrected the version number shown on the Settings page. Everyday installed use was not affected by these issues
